Federal resume 2-page limit: the rule, the dates, and the exceptions
The long-form federal resume — the 4-, 6-, sometimes 10-page document OPM itself taught applicants to write for decades — is prohibited for USAJOBS applications. Here is the rule as OPM published it, who it covers, and where the real exceptions are.
The rule in brief
- Source: OPM Merit Hiring Plan memorandum, issued May 29, 2025 under Executive Order 14170: "Limit resume length to 2 pages and prohibit the present longform Federal resume."
- Enforcement: technical, not honor-system — USAJOBS prevents submission of resumes longer than 2 pages. The transition period ended September 27, 2025.
- Scope: all resumes submitted through USAJOBS — profile-stored, uploaded, and Resume Builder resumes — for competitive and excepted service announcements under Title 5, including SES positions.
- Consequence (OPM agency guidance): "If the only resume received by an applicant is longer than two pages, the applicant is ineligible for further consideration."
What changed, and when
On May 29, 2025, the U.S. Office of Personnel Management issued the Merit Hiring Plan, the administration's federal hiring reform package. Buried in its application-process reforms was a single sentence that invalidated millions of existing resumes: resumes would be limited to 2 pages, and the long-form federal resume prohibited.
This was not a style suggestion. Per OPM's implementation FAQ to agencies (September 2, 2025), USAJOBS implemented a technical solution preventing submission of resumes longer than 2 pages. Applicants had a transition period to convert; that period ended September 27, 2025, the date a 2-page resume became required to apply through USAJOBS. In the same window, OPM removed every searchable resume from the Agency Talent Portal — roughly one million profile resumes — and all open announcements were closed and reposted under the new requirements. If you have not applied for a federal job since before that date, everything you remember about the resume is out of date.
Who the limit covers
| Situation | 2-page limit? |
|---|---|
| Competitive service announcement on USAJOBS (Title 5) | Yes |
| Excepted service announcement on USAJOBS (Title 5) | Yes |
| Senior Executive Service (SES) and ST/SL positions | Yes — SES hiring also moved to resume-only applications with up to a 2-page resume |
| Resume Builder resumes and profile-stored resumes | Yes — the limit applies to the resume however it is produced |
| Non-Title 5 agency posting on USAJOBS | Yes, if it posts on USAJOBS. A longer resume is possible only if the announcement itself explains an alternate submission route |
| Judicial / legislative branch postings on USAJOBS | Yes, same as above |
| VA Title 38 and Hybrid Title 38 positions | Excepted — VA's own notice carves these out |
| Placement resumes (Talent Programs, Reemployment Priority List) | May exceed 2 pages — these are selections from a list, not announcement applications |
| Agencies hiring through their own systems, or that never post on USAJOBS (e.g., intelligence-community portals, USPS, FAA's separate process) | Outside the rule — those employers set their own requirements; check the announcement |
What "compliant" requires beyond length
Two pages is necessary, not sufficient. OPM's Applicant Guidance on the Two-Page Resume Limit specifies the data elements every work experience must carry:
- Job title and employer — including series and grade for federal positions;
- Start and end dates in month/year format (e.g., 05/2019 – 08/2022);
- Number of hours worked per week;
- Descriptions aligned with the job announcement that address the required qualifications and show the work performed at the required level.
The education block should show school name, degree type, completion date, and cumulative GPA; certifications and licenses with dates where required. A name, email, and phone number complete the contact block. Live announcements then add their own layer — several current postings also require employer address, salary, work schedule, and supervisor details, and prescribe formatting guardrails: legible sans-serif fonts, 10-point minimum body text, 14-point titles, 0.5-inch margins, files up to 5MB with PDF recommended. That is why no static checklist — including ours — replaces reading the Required Documents section of your announcement. Our free checker is built around that fact: it reads extra requirements out of the announcement you paste.
The ineligibility language, in OPM's words
"If the only resume received by an applicant is longer than two pages, the applicant is ineligible for further consideration." — OPM, Agency Guidance on the Two-Page Limit on Resume Length
If you also submitted a compliant 2-page resume, only the 2-page version is reviewed and forwarded. Agencies must document the ineligibility and notify the applicant with prescribed language. In live announcements, enforcement shows up in two flavors — "you will be removed from consideration" versus "only the first 2 pages will be reviewed" — and we cover the difference in what happens if your resume is over 2 pages.
What to do next
If your resume predates September 2025, assume it is over the limit and missing nothing else at your peril: the same screen that rejects length also looks for hours per week, month/year dates, and announcement-aligned descriptions. Run your current resume through the free checker for a verdict, a per-job space budget, and a field audit. Then read how to shorten a federal resume to 2 pages for the conversion method. And if your target announcement includes the four short essays, read the Merit Hiring Plan essay questions before you draft a word — they carry an own-words certification you need to understand first.
